SUMMARY DESCRIPTION: The Program Officer will be responsible for developing, monitoring and evaluating the Ford Foundation’s work in legal system reform and the development of the rule of law in China. The program responds to needs in areas that are recognized as crucial for the current phase of the country’s social development. The Program Officer develops and manages a portfolio of grants to Chinese and other organizations, encompassing the legal institutions, educational and training institutions, researchers and providers of legal services, including civil society groups and private law firms. Current programming focuses on reform of criminal justice administration, with emphasis on pre-arrest and pre-trial stages; on law-in-action projects, emphasizing the use of legal mechanisms such as legal aid and public interest litigation; on legal education reform; on women’s rights; and on constitutionalism and administrative law. The Program Officer will be able to consolidate existing lines of work and to evaluate and identify further activities based on an assessment of current needs and emerging opportunities.
Working under the direction of the Representative and in close cooperation with other staff in Beijing, the Program Officer will develop grantmaking priorities and strategies; identify prospective grantees; solicit, review and respond to grant proposals; prepare recommendations for Foundation funding and guarantee the continuous monitoring of the projects in order to ensure compliance with the Foundation’s procedures. In addition, the Program Officer cooperates with Foundation program staff around the world and contributes to Foundation-wide activities in the work of the Peace and Social Justice Program. All programming integrates a concern for gender-related issues. As an expert in Chinese law, the Program Officer is also expected to interact with other donors and parties interested in Chinese legal system development.
QUALIFICATIONS: Significant expertise in the legal system of the People’s Republic of China and an understanding of Chinese views of law and approaches to legal system development is required, as is the ability to work closely with Chinese legal officials and governmental organizations. Knowledge of rights concepts and practices and the ability to relate these to work in China and a degree in law are essential. Strong Chinese and English language fluency. Excellent written and oral communication skills. The ability to work well in a team. Previous residence or fieldwork in China and experience in international projects, grant-making or project evaluation is highly desired.
